Just putting this here in case someone else has this issue.
SYMPTOMS:
I could not get the motor to make it through the calibration.
It would turn one way and stop (with a click).
** same issue happens if your encoder gear is loose and not turning with shaft
** although errors may be slightly different
ERROR CODES:
class error code
[axis] ERROR_INVALID_STATE 0x01
[axis] ERROR_ENCODER_FAILED 0x100
[encoder] ERROR_NO_RESPONSE 0x04
DIAGNOSIS:
Swapped motors with a working version (a friends)
Swapped cables with working version
when swapping cables it seemed as though it was the encoder cable
used a multimeter on the each wire and they all were good
then noticed that the red was somehow connected to the black…?
peeled back the shrink wrap and sure enough found this.
I believe these were the errors I was getting.

Yes… I pulled the grounded/shielded strand from the red.
