No. Use the 56V board for anything >24V.
Some of the components on the 24V board have an “ABSOLUTE MAXIMUM RATING” of 30V, which means that if it exceeds 30V for even a microsecond (e.g. during the regen cycle of PWM) then it will suffer an avalanche breakdown failure and explode in fiery death.
With a 28V battery you would be very likely to reach that threshold.
TBH, the 56V board is just better anyway, it has more than double the max power, for not a lot extra cost.
