The power supply I am using is a Hengfu 24V /13 A. Do I have enough power to drive a Turnigy Aerodrive SK3 - 4250-350KV Brushless Outrunner Motor and the Odrive?
What would be the ideal power requirements for a system like this?

yes that is plenty of power to turn it. I am running a 12v / 5amp power supply and it turns it just fine. Now if you are driving a skateboard or other high power application you probably want more.
The power requirement really depends on your application, how much power you are going to be putting into the motor. To just turn the motor without load, it should only be a few 10’s of W. To drive that motor to its full speed and torque at the same time, you will need several 100’s of W.
