Why in the hoverboard there are 6 states for every pole pair in the motor? as indicated in the hoverboard guide

For a motor with one pole pair, the rotor would look like this:
And as the rotor in the centerr spins around, the halls will switch one at a time in a particular sequence, as shown below:
If you count unique states, there are 6. This happens for each pole-pair.
