We have a motor of 12 pole pairs, max speed is 150RPM. How to set the velocity limit in the software GUI for test? Is this mechanic velocity or electrical velocity? I set it to 300; the velocity can only go to 1.5 during position change.
That’s mechanical velocity. Note unit is in turns/s (or revolutions per second). So 150 RPM is 150/60 = 2.5 turns per second.
The 1.5 turn/second limit seems to be a system limitation. What motor, encoder, and power supply are you using?

Is your motor under a lot of load? Perhaps the 150RPM number is only with zero load? Otherwise, you could increase the supply voltage.
