Voltages incorrect: 5V line at 9V

The 5V lines are all at 8-9V.

Device: ODrive 3.6 24V

Tested at a range of voltages, 12-24 V - little effect, remains at ~9V.

Other information:
Power LED is on.
The 3.3V lines are at 3.3V - working correctly.
Current draw is around 15-20mA, depending on voltage.
Unresponsive to USB connections.

Hi Harry, is this a new board, or is this something that happened later?

This has happened later, we purchased the board a while ago and it sat in the packaging.
